In February 2023, the IRS Department of Treasury issued a Final Regulation requiring withholding agents to

Based on the response, the IRS issued Notice 2024-26 on February 27, 2024, saying that US withholding agents are administratively exempt from
e-filing Form 1042 for the calendar year 2024. Foreign withholding agents are also exempted for calendar years
2024 and 2025.
